Okay, so I'll be the first to admit that this suggestion addresses a personal pet peeve of mine, but that pet peeve exists for a reason.
Right now, excluding Kinfolk and Fera, as well as Bone Gnawers and Glass Walkers since they cannot have Pure Breed, there are:
It may be hypocritical of me to point this out given that my character has Pure Breed 4, but those numbers seem rather skewed to me. So I'm writing this post to ask that STs start limiting the levels of Pure Breed that incoming characters have unless high levels are particularly tied to the character concept. When more than half of the Garou characters who are eligible for Pure Breed have it at 4+ and almost a third have it at 5, it feels like that is the norm rather than anything exceptional. In my opinion that ends up not only devaluing Pure Breed narratively but also limits the ability of characters with low or no Pure Breed to excel socially.
