The staff is considering offering an occasional roll per the book to determine temporary rage- once a month or once a story (once a quarter).
This would not replace the current rules on rage by any means but add occasional rolls that would just shake things around for players, and if instituted would be expected to be *Played out*. We expect your rage to be played out anyway, however it seems like many don't like having it except in times of combat, but this rage would stick with you until burned for approved IC purposes, such as combat, burned in a frenzy, etc; however, if you roll *lower* than your permanent rage would of course be allowed to go up.
You're monsters. You're rage monsters who have a hard time coping. We'd like to see more of that.
However, we're polling the players to get player opinions here, and it will close in a week.
Please limit reply style responses to detailed well thought out posts if you mark 'other' and this is not the place to shit on everyone else's ideas, do that in your head or out-loud to yourself. If 'other' wins the poll there will be a new discussion thread opened for that purpose and a new follow up poll.

The proposed rule once per month sounds good to me, but if used on top of the way that Rage is currently gained I feel like it would be too much. As I'm sure that everyone is aware, the RAW state that characters can go over their normal Rage cap, but that's described as happening in times of extreme stress. In this game, STs have been much more generous with that, meaning that even relatively mild irritations can take and keep Rage above the character's normal maximum. Adding in another potential source of gaining Rage thus feels like too much to me.
That said, if the rules for gaining Rage day-by-day were drawn back to the way they are described in the book, this might be an excellent way of adding in random events and difficulties, making the player and ST work together to figure out just what set the character off, and developing interesting tangents of story in that way.

I like the idea of the roll, but I think there should be a cap on How far over your normal permanent it can go, especially (but not only) since this is a game where we play largely daily so things to represent large amounts of downtime are often out of place or have to be modified anyways. A 1d10 roll, but any roll more than 2 over your permanent rage gets treated as 3 over, would still indicate some Horrible shit happened to get you that far over, but not have the total absurdities like a rage 1 character rolling a 9 and having somehow made it 8 over their perm (which would generally require prolonged intentional torture or "worse" to even be possible).

Since the 1/month is optional, you don't have to do it every month. 7 or 8 rage every month is really hard. You should not be over perm rage constantly month after month after month unless you are regularly tortured.

I have been thinking about this and more and more I think this is a bad thing. Thrall of Wyrm is a very bad thing, it is not supposed to be common and by this, 50% of the garou would be in the easily roll thrall quickly 6+ rage that can't be reduced. This on top of the constant rage over max from rage rolls. The worse thing is that there is NO benefit for a low roll. Per rage 4/5 still are rolling 4/5 with no reduction of frenzy chances vs normal but they don't have the rage points to benefit from perm rage level. (lost rage with no benefit).
Some idea of reasonable goodies without blowing setting and consistancy is hard to imagine.
