Per the rule book, the lower your gnosis pool is, the less of a connection to the spirits and umbra you have. This caps at a character with a pool of 0 not being able to step sideways or summon spirits or generally do anything with their spiritual nature at all until they have regained gnosis.
This is similar language to the description of Willpower- As a character spends Willpower, he finds his reserves becoming depleted. With no Willpower left, characters are exhausted and unable to summon the inner strength to perform their duties. They will not care what happens to them, since they have no Willpower to go on and is listed with a chart.
Only Rage specifically contradicts this by stating that you always roll the higher of the two as well as describing the demeanor and outward expression of rage manifesting more the higher it goes;
You always roll the temp or the permanent, which ever is lower for rolls of Willpower and Gnosis, and whichever is higher for your Rage- Unless a gift or ritual specifies otherwise.
