It is a simple fact of life for the garou that not everybody can live and work around a Sept all of the time. Different personalities, different goals, or maybe just trying to find a little piece of Gaia to call your own; whatever the reason, sometimes, it is better to stake your claim and live away from the Septs. This doesn't mean you're turning your back on Gaia, and it doesn't mean that you're not a member of the Protectorate. After all, a protectorate is a much larger area than a few Septs, it is all of the spaces in between those Septs, and all of the land claimed by those Septs as well. It isn't like the entire country can be covered in Caerns.
In this thread you will see the NPCs that do not live and work constantly at one of the three Septs. Each NPC will have their own post that will be edited by the staff as the game goes on to reflect the changes that the happen over time, including the removal and addition of posts as NPCs come and go.

"Ash Stepper"
Athro Theurge of the Silent Striders
The older theurge known only as Ash Stepper is something of a Storm Crow of the Bloodied Ground Protectorate; always showing up with ill tidings and portents for the Septs. Nobody is quite certain where he lives within the protectorate, or what territories that he claims. What is known is that, over the past fifty years that he's been roaming from Sept to Sept, nobody has been able to find him or his pack. Eventually, if word is put out through the spirits, they tend to just show up. However, it is a foolish garou that seeks the attention of Ash Stepper and his pack; their help never comes cheaply.
What is known of him is that he is older than he appears. While he's been around the protectorate for fifty years, he was already a Fostern when he showed up. Originally considered an outsider and "ferner" when he came, he has put in the time and the work to finally be considered an actual part of the protectorate instead of someone arriving from outside. What is known is that Ash Stepper was once considered an affront to Gaia; his entire pack is made up of those that have had the Rite of the Winter Wolf performed on them, and now they are packed with him. They are the old, the infirm, the weak, and those that should have died long ago while fighting the Wyrm. Instead, they now prop up this mysterious theurge and assist him in discovering things that nobody else in the protectorate seems to be able to discover without finding out he's already figured out the threat and in more detail than they have.

Kenneth "Rail Demon" Bradshaw
Adren Philodox of the Glass Walkers
Rail Demon is a very haggard, and very scruffy looking old garou that, according to some rumors, has been around since before Holds the Land became the King of the Bloodied Grounds Protectorate. If those rumors are true, it would make him the second oldest garou in the entire protectorate behind Ole One Eye. Such a position would place in a prime position to advance any political ambitions that he might have for himself or the Glass Walkers in general. However, there is a rather large problem with such a stance: nobody would follow him outside of his own pack.
Kenneth is one of the last of a dying breed of Glass Walkers; an Iron Warrior. For as far back as anybody can remember, the philodox has worked the rail yards of Kentucky along with the two other Glass Walkers that joined with him in the late sixties. The three of them continue to ride the few rail lines that still move about the state, focusing on solving the problems that the other garou are too remote to deal with; unless the rail lines are taking him down by the coal mines. Rail Demon and the rest of his pack have finally given up on attempting to find a way to preserve the coal companies and Gaia. They've moved on to supporting the diesel engines and merely use the spirits of the old coal burners in their attempts to hold onto a faded glory that will never return to the Bloodied Grounds Protectorate. Truly, he is the last vestige of a bygone era that many are glad to see gone.

Martha "Erhebt die Scheune" Hoffsteader
Adren Theurge of the Get of Fenris
It is said that the white haired old crone of the Get of Fenris used to go by another name than Erhebt die Scheune. Then again, many of the Get of Fenris used to do things very differently than they do now. Now, the elderly woman only comes to the Sept when word reaches her ears that there is a new Get of Fenris in town that is looking to live within the Protectorate. Now, she wears a white bonnet and clothes that she's made herself. Now, she does not carry weapons about the protectorate. Now, she advocates for peace and understanding. Now, she is very un-Get of Fenris like. Then again, when the thing that your tribe has advocated for centuries has been taken from you, there is little else that you can do but find a new way.
But, do not let her looks deceive you, this is not the pacifist she appears to be. Her fangs and steel have had plenty of blood on them, and she is a master tactician of the highest caliber. Yes, she advocates for peace and will not allow the Get of Fenris to take the vanguard in times of war and will not allow other Get of Fenris to arm themselves unless absolutely necessary and commanded from Ole One Eye. However, when the Wyrm's trap was revealed during the Moon Bow War, it was Erhebt die Scheune and her five Get of Fenris, and their kinfolk, that held off the entirety of the Wyrm from overrunning the Caern Heart of Moon Bow. It was Erhebt die Scheune that was cradling her child and saying a final prayer that he receive a place in the halls of their ancestors when Holds the Land arrived with reinforcements. And it was Erhebt die Scheune that killed more Wyrm Spawn in the counter attack than any two other garou combined. She says the Get of Fenris will be Mennonites until ordered otherwise, and even Ole One Eye says, "Yes, ma'am."

"Trigger" "Long Haul" Tucker
Fostern Ragabash of the Children of Gaia
There are many in the protectorate that say that you cannot trust a Child of Gaia. There are many that blame the Children for the losses suffered at the hands of the Wyrm during the last War. There are also those that feel that Ash Stepper is a dark omen on your doorstep. If he is the dark omen, "Trigger" or "Long Haul" as the spirits know him, is the bright omen. Having been driving trucks since he was a child, it was all he wanted out of life; an actual rig instead of his daddy's S-10. Many thought that his firsting would put an end to all of that has he would sign on to assist Moon Bow in rebuilding after the war. They would all be wrong.
The portly and bearded Child of Gaia managed to earn his CDL, although nobody's sure how since he's never shown an aptitude for things like reading or writing, and now he crosses from one side of the state to the other; Boyd to Fulton Counties and everywhere in between. Sometimes, he is hauling for a legitimate business. Sometimes, he's carrying garou reinforcements from one battle to another, or carrying the wounded back to the Septs to recover. One thing is always certain: when you hear his rig's horn belting Dixie, something is on its way and it is going to help someone. For that, he is welcomed at every Sept. (Even at Mammoth's Rage, which has caused a number of people to wonder what exactly it is that Red Talons have that needs to be hauled. Then again, some questions are better left unanswered.)

"Miss Milly" Taylor
Everybody knows Miss Milly, Everyone has seen Miss Milly no matter what Sept you belong to. This Bonegnawer Ragabash Cliath tends to pop up at some of the most awkward times, smacking around random kinfolk and dragging them off for private conversations that have them coming back paranoid and looking a little guilty. No one knows what she's doing or what she talks to them about, everyone figures it's best not to ask, but she somehow seems to know everyone and can call in favors from just about any kin in the state.
